Policy #11 4.5x10.38. What is the actual size of the envelope when sealed?

Hello,
Our envelopes are measured once they are sealed. So Policy #11 4 1/2 x 10 3/8 envelopes are 4 1/2 x 10 3/8 once they are sealed.
